Reversed. Defendants appeal. I. Facts and Proceedings On May 19, 1964, plaintiffs petitioned defendant Civil Service Commission for a hearing, alleging
that Rule VII promulgated by the commission was illegal because it interfered with the right of city employees to live where
they wanted, had no relationship to the performance of their work, was not authorized by the city charter and violated provisions
of state and federal constitutions.
